All Phase Construction USA is a dual-licensed roofing contractor headquartered in Deerfield Beach, Florida. We serve homeowners, condominium associations, and commercial property owners across Broward County and Palm Beach County, working out of a single shop at 590 Goolsby Blvd so every project is run by the same team that owns the company.

All Phase Construction USA is owner-led. Chris Porosky meets every customer, walks every roof before a proposal goes out, and signs off on every final inspection. That removes the layer of subcontracted sales reps and rotating crews that has defined a lot of South Florida roofing in the last decade. The same person who quoted your roof is the person you call if anything ever needs attention later.

Most roofing companies hold only a Florida Certified Roofing Contractor (CCC) license — the legal minimum to pull a roof permit in Florida. We hold both the certified roofing license and a Florida Certified General Contractor (CGC) license. The CGC scope covers structural and tie-in work — trusses, decking, hurricane straps, full envelope detail — under one contract.

That matters when a tear-off uncovers something the surface inspection couldn't see: a soft deck panel, a rotted rafter tail, a 1990s home with no engineered roof-to-wall connectors. A CCC-only contractor has to stop and bring in a separate general contractor. We finish the work in the same day under the same warranty, on the same permit. How We Build Roofs in Broward and Palm Beach

Broward County is a legal High-Velocity Hurricane Zone (HVHZ) under the Florida Building Code. Every product on a Broward roof — underlayment, fasteners, drip edge, shingle, tile — must carry a current Florida Notice of Acceptance (NOA), and every NOA number gets referenced in the permit package. We document NOAs on every Broward replacement.

Palm Beach County is not legally HVHZ, but the prevailing local standard for replacements is to build voluntarily to HVHZ spec because the same coastal wind exposure applies on either side of the county line. On every Palm Beach project we install the same fastening pattern and the same SBS-modified peel-and-stick underlayment we'd install in Broward. The legal classification is different. The roof we install is the same.

What Goes Onto Every Roof

  • SBS-modified peel-and-stick underlayment bonded directly to the deck, sealing around every fastener that penetrates it.
  • Coastal-rated fasteners and flashing — stainless ring-shank nails near the ocean, copper or aluminum step flashing on chimneys, drip edge sized for the rafter overhang.
  • Hurricane-strap retrofit at exposure — when a tear-off uncovers truss-to-wall connectors that predate the 2002 FBC requirement, we add engineered straps while the connection is open. It's the lowest-cost moment in the life of the home to bring the connection up to current code.
  • Manufacturer-approved system, not mixed components — every component on a tile or shingle roof is from the same NOA-approved system so the warranty is enforceable.
